Deaf Angels reviewed and noticed some changes were made to the ICDA-US Constitution outside of the ICDA-US Conference.
ICDA-US Constitution (Pre-Boston version), Article 6, Section 9 states:

ICDA-US Constitution (Pre-Boston version) Revision Dates (page 3) shows this:

The unofficial 2023 ICDA-US Conference Meeting Minutes (Thursday), page 4 highlights a motion made at the 2023 ICDA-US Conference (Boston):

Registered Conference attendees received electronic copies of the Pre-Boston Constitution and Bylaws before the 2023 ICDA-US Conference in Boston.
Based on available public information, Deaf Angels found that ICDA-US disregarded the Amendment article in the Constitution and Bylaws. Both documents state that the amendments shall be approved by the members at the General Assembly meeting at the Conference. Since the Constitution appears to have been amended in 2021, where is the Meeting Minutes to document that the amendment was approved by the members? The first mention of this amendment is an “after-the-fact” Board motion made in the Thursday session of the 2023 ICDA-US Conference (Boston) meeting.
